Restrictions on foreign mater vehicles

It seems that we shall have to instruct

Hong Kong to amend the Regulation restricting the

issue of licences for motor omnibuses to motors of

they can hardly be defended in H., The International

Convention referred to by the Board is, I understand

case although H.K. originally agreed to accede to

the Convention, a further circular has since been

sent out virtually recommending non-accession, and

H.K. reply to this has not yet been received. The Convention can ot very well be regarded as binding on H.X.

The Board agree that the requirement of

insurance with a British Company in connection withi

the advances from the the Trade Loan is much less

objectionable.

Presumably the reply to the American

Embassy which we should suggest to the F.0. should

be somewhat on the following lines.~

The actual facts as to the discrimination

against American interests should be given ss in the

0.A.G.'s despatch (No.7). We should say that the
